Twenty affordable homes are headed to Hillside Park in Milwaukie after the Board of Clackamas County Commissioners approved a $978,176 project at its Oct. 15 meeting.

The board voted 5-0 to pass Resolution 2008, approving the Short Stack Hillside Community Land Trust development. The project will build eight two-bedroom and 12 four-bedroom detached homes for households earning at or below 80% of area median income, according to the resolution document.

Funding comes from a $500,000 Metro Affordable Housing Bond grant and a $478,176 seller loan for the land transfer. No county general funds are involved.

Short Stack Development and DevNW, a Corvallis-based nonprofit, are partnering with the Housing Authority on the project. Under the community land trust model, DevNW will own the land while homeowners own their houses. A shared-equity structure caps resale profits to keep prices affordable for future buyers.

The homes will use volumetric modular cross-laminated timber construction produced by Zaugg Timber Solutions at its Portland facility. According to the resolution, the project would be the first volumetric modular cross-laminated timber single-family development in the United States.

Commissioner Diana Helm moved to approve the item, seconded by Commissioner Paul Savas. The measure passed 5-0, with Housing Resident Commissioner Ann Leenstra joining the four county commissioners. Chair Roberts was absent from the meeting.
