The Clackamas County Board of Commissioners approved a $23.29 million construction grant for an addiction recovery campus and a $746,262 parking lot repaving project at its July 23 business meeting.
The recovery campus draws no county general funds; the parking lot does.
The largest single action: the board authorized a grant amendment with Fora Health, a Portland-based addiction treatment provider, to build a 20,000-square-foot Recovery Campus with 46 recovery housing beds.
The amendment brings the total agreement to $26.1 million over three years, funded through Trillium Community Health Plan, opioid settlement dollars, Supportive Housing Services Measure funds, and Oregon Health Authority grants.
The board also approved a 20-year lease of county-owned property to Fora Health for $20 total, effectively donating the site to the nonprofit for the project's duration. Walsh Construction Co. is the contractor.
A public safety levy discussion originally on the agenda was removed. No reason was listed in the published materials.
Commissioners also selected a payment methodology for Secure Rural Schools Act funds, a federal program compensating counties with large tracts of federal timberland that Congress renewed in December 2025. The specific methodology chosen was not detailed in the published agenda.

- A resolution authorizing easement acquisition for the Rock Creek Interceptor Extension sewer project.
