Clackamas County will break ground July 29 on a $35 million to $40 million Recovery Campus, the county's first facility combining detox, residential treatment, and transitional housing on a single site.
The 76-bed campus will serve residents across the region, including Lake Oswego, West Linn, and Oregon City.
The campus is planned for a six-acre former elementary school property in Clackamas, which county commissioners approved purchasing for $3.5 million in October 2024.
When complete, the facility will offer 24 residential treatment beds, 36 transitional housing beds, and 16 withdrawal management beds. Services will include mental health treatment, medication-assisted treatment, peer support, job skill development, and care coordination.
County commissioners selected Fora Health as the service provider and developer in April 2025. The county's strategic plan targets completion and operations by 2027, with an initial funding target of $15 million to $20 million drawn from Supportive Housing Services dollars, private contributions, and state and federal sources.
The project cleared a major hurdle in January when Governor Tina Kotek's Executive Order 26-01 directed state funds to Clackamas County for transitional housing on the campus. Commissioner Paul Savas said in a January 12 county press release that treatment beds in the county are scarce. "Because of this partnership with the state, Clackamas County can finally elevate our available services in the region," Savas said.
The Recovery Campus was a key recommendation from the Clackamas Addictions Recovery Summit held in September 2023.
The county's Mental Health and Addictions Council, led by President Teresa Melville, will discuss the groundbreaking at its Tuesday, July 28, meeting at 4:30 p.m. in Happy Valley. The meeting is open to the public, with a comment period from 6:00 to 6:30 p.m., and residents can also join via Microsoft Teams.
